TAX REFORM & BUSINES

City wage taxes are anywhere between 3 and 4 % for city residents. This is unacceptable and makes Philadelphia an unappealing place to work and raise a family and makes Philadelphians pay the 2nd highest taxes in the country all the while also being one of the poorest and least developed cities in the country.

And this is just the tip of the iceberg. There are parking lot taxes, rental car taxes, hotel room taxes, tobacco taxes, beverages taxes and every imaginable business tax in between which ultimately serve to dissuade business owners from starting or growing in Philadelphia.

Business owners get doubled taxed. Business income and receipts taxes on small business hit owners on both gross receipts and taxable net income. The money the city takes away is largely from small business, and that is money which could have been allocated to expansion and hiring more Philadelphians that so desperately need jobs.

When I'm elected to City Council, I will be the voice for small businesses on City Council. I will stand up against over taxation and will unleash the growth potential that our City has by empowering small businesses and creating opportunities and procedures that will allow a streamlined business launch and operating process.

Additionally, I intend to seek out opportunities to partner with universities, startups, and entrepreneurs abroad to see how we can work together to bring new industry and opportunity to Philadelphia.

Once I am done on Council, Philadelphia will be one of the top metropolitan cities in the country to do business in and with.


REPEAL BEVERAGE TAX

As it stands, the beverage tax is here to stay. I am running for office to constantly push from within city hall to repeal the soda tax by a vote of City Council. The negative economic impact of this beverage tax is clear. Every week, thousands of Philadelphians travel outside of the city to purchase their sodas, sports drinks and other items taxed under the Kenney administration. 

This isn't just a loss of a few tax dollars on soda. This has a real impact on our economy as a city. New supermarkets are reluctant to open or hire.

Even Oxford Economics agreed. In a report, they stated that this beverage tax would cost the CIty almost 1,200 jobs and a loss of almost 80 million dollars in GDP that our city needs. When I am on Council, I will be a constant voice against this tax and together - WE WILL REPEAL THE BEVERAGE TAX. 


EDUCATION

If we don't properly educate our current and future generations, we'll continue to fall behind the national average and we will be enabling poverty and quality of life to decrease in our City for decades to come. I'm a firm believer that most of the societal problems we face could be handled with a stronger emphasis on education.
 

Everyone agrees education is important. But, how do we make changes that can provide tangible results for decades to come?
 

In my opinion, it takes greater input from the parents, communities and teaching professionals who care about the outcomes. It takes a greater emphasis on trade schools, so our high school graduates are ready, willing and able to work or start their own business immediately following graduation; rather than taking on loads of debt attaining 4-year college degrees which may not be the right fit.
 

It takes really looking at how our schools spend our taxes dollars and eliminating inefficiencies. If the goal of spending money in our schools isn't narrowly focused on educating our children and preparing them for a bright and successful future, then we aren't spending the money we have wisely. I will be a constant voice on City Council pressing for more accountability, for more alternative programs related to trade schools and technical education and ultimately, for more results!


OPIOID CRISIS


While I am against safe injection sites as I do believe doing drugs be it a choice or an illness should not be comfortable and or so accommodating that we encourage others from other townships and cities to come here.
 

However, I am all for getting together with community leaders who are out there taking part in helping Philadelphia with this crisis and work in the communities affected most by drug use to develop a comprehensive solution to our areas homelessness and drug use problem.


QUALITY OF LIFE


Philadelphia is a World Class City that is only at the beginning of reaching its true potential. As I've traveled around the globe, I couldn't help but know that Philadelphia, the birthplace of America, has the potential to be the greatest city in the world. 

But, this takes real work and effort. This is a city of neighborhoods and greater emphasis needs to be placed on the working class who make this city run. We need more parks, more street cleanings, more funding and partnering with non-profit groups to beautify our neighborhoods and make them safer places to live and work. 

In order to achieve this, we need to build on the successes that exist; but also, rethink how we approach the quality of life issues. For some neighborhoods, it may be cleaning up blighted properties. For others, it may mean developing a series of community gardens on abandoned lots. And, yet for others, it may mean simple street cleaning and graffiti removal. 

This City we love is important to us and our families. We can't afford to do it later, or not do it at all. I will be a voice that empowers you, the residents of Philadelphia, to have the highest quality of life possible in our neighborhoods with me advocating on our behalf on City Council.

Rebecca Warren was born and raised in a small coal town in Pennsylvania. After graduating with honors from Bloomsburg University, Rebecca was awarded a scholarship to The Dickinson School of Law, receiving her Juris Doctorate in 1991. Upon graduation, Rebecca joined a central Pennsylvania law firm, focusing on civil trial litigation in 26 counties, and achieving partnership status within one year

In the late 90’s, Rebecca was asked to join the Columbia County District Attorney’s

Office where she authored the County’s first Child Abuse Protocol to minimize trauma to child victims. As Assistant District Attorney, Rebecca was primarily responsible for prosecuting all child abuse, sexual assault, and juvenile cases. 

In 2002, Rebecca launched her own law firm in Danville, which became a profitable and respected multi-county enterprise. The firm focused on civil practice including business law, family law, estate planning and administration, real estate, and governmental solicitor positions. 

   
After many years of success in private practice, Rebecca was approached to run for District Attorney of Montour County. Having lost her father and brother in a double homicide by vehicle, Rebecca felt that her calling was to provide a voice for victims and prosecute criminals. Rebecca waged a campaign that yielded a victory with 78% of the vote, thereby becoming the first woman to serve as a District Attorney in the 26th Judicial District. During her time as District Attorney, Rebecca was particularly passionate about protecting our elderly and children. 

After taking a brief sabbatical following her tenure as District Attorney to engage in mission work, Rebecca accepted a partnership position with Philadelphia firm Obermayer Rebmann Maxwell & Hippel LLP where she served in the litigation, election law, white collar crime and appellate sections. Presently she is corporate counsel for the largest private distributor of dental supplies in the United States. 

Throughout Rebecca’s 27-year legal career, Rebecca has appeared in front of state, federal and county courts on thousands of cases. She has successfully argued in front of the Commonwealth and Superior Courts on many occasions. Most recently, she was part of the legal team representing the Republican Party of Pennsylvania and President-Elect Trump in the various election issues, contests, and recount challenges filed throughout Pennsylvania and in the Federal Courts, and representing Republican voters in the Pennsylvania redistricting case that was appealed all the way to the US Supreme Court. 

Rebecca has actively contributed to many worthwhile causes and charities, including the Danville Child Development Center, Bloomsburg Public Library, the Montour-Delong Fair/4-H, PA State Police Camp Cadet, Aphasia Center, Grange, Maria Joseph Manor Continuing Care Community, and many others. 

Rebecca has held memberships in the PA District Attorneys Association, American Association of Prosecuting Attorneys, National Association of Drug Court Professionals, PA Sheriffs’ Association, Vehicular Crimes Prosecutor Network, Association of Corporate Counsel, Fight Crime: Invest in Kids, and (P.E.O.) Philanthropic Educational Organization, in addition to affiliations with many other charities and organizations. 

After residing for most of her adult life in central Pennsylvania, Rebecca now resides in Northeastern Pennsylvania with her family.

Vicki has worked in Finance and as a CFO/Principal of a manufacturing company. Pete Smith -  born and raised in Philadelphia and has lived in the Northeast since he was 5. At the age of 52, Pete and his wife Marybeth have 3-children and 3-grandchildren and reside in the Tacony neighborhood. Despite being both from the same neighborhood, Pete and MaryBeth did not meet until after high-school at a job they both worked at where they fell in love and have been married for over 32-years. Both of their Parents were staples in the Tacony Community, Where Pete’s father was a business owner of Tacony Tax and Real Estate and Mother was the branch Manager for years at Fidelity Federal. Marybeth’s Father was an area coach for years and her mother “Betty” was the crossing guard at Our Lady of Consolation for over 27 years.

Pete went to Tacony’s St. Leo’s and graduated from Father Judge High School, where he participated in both Swimming and Football and was part of the 1984 championship team. After starting a family Pete went back to School obtaining his bachelor’s degree in Business Management from the Prestigious Wharton Business School of The University of Pennsylvania.

Pete has always been very community active, from being a little league coach, volunteering for school activities and trips and community cleanups. Pete is a Co-Block Captain of his street and the founder of The Northeast Philly Block Captain Coalition. The Coalition was designed by Pete to help recruit Block Captains for the City. Although not an employee of the City, Pete feels that a strong community begins at the street level. “The more organized blocks you have creates a more organized neighborhood” His thought process is simple. Just don’t wave at your neighbors, go over and say hello. Pete also feels the more block captains communicating with each other helps with ongoing issues. 

As Tacony Civic Association President, Pete and his board worked closely with the community and the Police to put initiatives together which increased police presence with vehicle, foot and bike patrols. These initiatives moved drug dealers and prostitutes off the avenue, opening the corridor for neighbors to return to shopping at those great businesses. Under his leadership, Pete was able to increase their fundraising efforts which resulted in the Civic Association to host a summer festival, multiple concerts and other events free for the community. His partnership with Dietz and Watson, not only benefitted the Civic, but also the Free Library of Tacony’s Winterfest and the City Reach Churches Back to School event. The Civic has also been able to donate to numerous charitable events in the neighborhood and have a standing offer to the 15th Police District to purchase two additional Bikes for qualified officers to use in the neighborhood.

Pete continues to build relationships with Business and Community Leaders as well as all Philadelphian’s. Pete will bring change to City Hall that is desperately needed to help bring back the city of Neighborhoods. Pete will focus on the wasteful spending, corruption and the mismanagement of city resources. Pete is Against Safe Injection Sites, and implementing real treatment for addicted members of the community. He is against the Sanctuary City Status and thinks the soda tax has caused more harm than god, and will introduce legislation to repeal it. He is also for term limits for City Council Members.

The family immigrated to the United States in 1964 just before Argentina’s complete economic collapse due to mismanagement by the Juan Peron regime and because of an invitation from the Campbell Soup Company who recruited her father from Argentina to work in their headquarters in Camden, New Jersey.

· Attended the Baldwin School in Bryn Mawr, Pennsylvania, from fifth grade to graduation in 1974.

Gary is a Veteran Prosecutor and a twice–elected District Judge from Upper Bucks County. Gary Gambardella is the only sitting prosecutor ever elected to serve as President of the Bucks County Bar Association in its entire history. He used his tenure to focus on honoring and aiding our military. Gary, who is the son of an Air Force Veteran, initiated a program in which the county’s bar provided free legal assistance to Bucks County’s military families. The program was a huge success and even received recognition from President Bush. In his first District Judge election, his appreciation of our military was rewarded by endorsements from retired Marine Colonel Tom Manion, the Chairman Emeritus of the Travis Manion Foundation, and retired Army Captain David Christian, one of the most highly-decorated Veterans of the Vietnam War. As a District Judge, Gary has been repeatedly honored when our military has specifically requested that he officiate their weddings. Gary and the military have a deep and special bond.

In addition to being a loyal supporter our military families and Veterans, Gary Gambardella has a keen interest in helping others in our community. He has conducted fraud prevention seminars for seniors, he has served as a judge in student mock trial competitions and he has been a coach for youth baseball. Gary has worked closely with our school officials to keep our kids in school, off of drugs and on the right track. He has also received praise from animal rights advocates for his zealous application of the laws which protect our cherished animal population.

POLICE OFFICER/DETECTIVE

  •  Middletown Township Police Department from 1985 to 2007.   
  • Promoted to Detective in 1990. 
  • Criminal investigative experience in major cases including homicide,  rape, robbery, arson, theft, fraud, and others, with specialization in narcotic trafficking.  
  • Conducted some  of the biggest drug and asset forfeiture cases in Bucks County history and started drug abuse prevention programs in the community.

Stephen “Steve” Castle - CANDIDATE FOR JUDGE OF MAGISTERIAL DISTRICT 07-1-07 IN BUCKS COUNTY


STEPHEN CASTLE - is a recently retired Lower Southampton Township police officer and a local small business owner in Southampton.  In order to continue to serve his community, Steve has decided to run for the Magisterial District Justice position that serves Penndel, Lower Southampton, Hulmeville, Langhorne Manor, Langhorne Borough, and parts of Middletown Township, Bucks County Pennsylvania.


  • Castle, a 25 year  retired veteran of the police department, is also owner and operator of Castle Garden Center, a staple in the community for over 35 years.
  • Steve is the son of Bob and Flossie Castle,  who were both born and raised in Parkland, and graduates of Langhorne-Middletown High School on Cherry Street.  Steve attended grade school in Hulmeville on Main Street, and played Penndel Wildcat football for several years. He spent his teen years at Mammoth Skating Rink and Penndel Lanes, and was always in Sodano’s Auto Parts while fixing up his cars.
  • Steve began his civil service career with Trevose Fire Company in the early 1980's, prior to becoming a police officer in 1991 with Lower Southampton Township.   As an officer, his duties included working in the Patrol division, Accident Investigation Division as a Reconstructionist, a D.A.R.E. officer, and most recently, a State and Federal D.O.T. Truck and Hazardous Material inspector.


  • Steve and his wife Lynn were married in 1982, and opened Castle Garden Center that same year on Bristol Pike in Bensalem. They moved the garden center in 1985 to the Oakford/Trevose area of Lower Southampton Township, and have been a successful family business for nearly 35 years at it's Oakford/Trevose location.
  • Steve and Lynn, married for 36 years, reside in the Langhorne section of Lower Southampton Township, and have three grown children and three grand children.


  • Steve’s passion is to serve the communities which are part of his upbringing as District Magistrate.  His knowledge of the community, his love for people, his background in service, back ground in law enforcement, and 40+ years of business experience will be a great asset for the community. 

 

Steve was certified by the Pennsylvania Supreme Court to hold the office of Magisterial District Judge in July of 2018.

Vish Burra is the Vice President of The New York Young Republicans Club. Vish’s professional life is that of a software architect with experience in enterprise technologies and globalization management. 


Based out of New York City,  Vish is a conservative youth activist working with grassroots groups locally to change the culture of the conservative scene in New York and beyond with the hopes of affecting the political climate as a result of that endeavor.

Chuck Coxhead is a life-long resident of Bucks County, born and raised in Warminster and living in New Britain Township since 1991 with his wife Georgeanna and his son Kevin. He is a manufacturing executive with 30 years experience in Engineering, Operations, Sales, Marketing, and General Management. He is well versed in the challenges facing small businesses, especially manufacturers working in commercial and Department of Defense markets.

Chuck has served his community for over 25 years in numerous capacities including, church deacon, self-defense instructor, and President of a very large community association. He has a passion for faith, strong family values, individual liberty, and federalism. Chuck currently serves as the Chairman of the New Britain Township Zoning Hearing Board and he is Secretary for the New Britain Township Tri-municipal Republican Club, serving Chalfont Borough, New Britain Borough, and New Britain Township. He is an active local voice promoting intellectually honest, fiscally responsible, and open municipal government that serves local needs over politics.

Those that know him well, know that one of Chuck’s favorite pastimes is vocal performance. He can be spotted several times each year singing “The National Anthem” at local events.

Chris Mundiath is a lifelong resident of Plymouth Meeting and the newly elected Chairman of the Montgomery County Young Republicans. The son of a Navy Veteran and Engineer, hard work and service for others were important values. His passion to serve others inspired him to run for State Representative in the 70th District in 2018, but fell short in the general election. He also served as the Communications Director for the Berth Grossman campaign in 2017.
