BUCKS COUNTY REGISTER OF WILLS REPUBLICAN CANDIDATE

  

DON PETRILLE - BUCKS COUNTY REGISTER OF WILLS CANDIDATE  is completing his second term as Bucks County’s Register of Wills. Recognized as both a local and statewide leader in county government, Don has fundamentally changed the office, focusing on customer convenience and protecting the vulnerable while reducing the cost of government.

In his first term, Don opened up a satellite office in Lower Bucks County, and put marriage license applications online. He began a program of publishing digital images of all records online for use by the bar and public. In his second term, he placed probate applications online an introduced e-filing for Register of Wills documents.

Don has looked out for the vulnerable. Don was a leader in Pennsylvania by enforcing requirements for guardians to file their yearly reports, so that courts can oversee the welfare of the incapacitated. Using existing resources, he promoted counseling programs for parents giving up their parental rights in adoptions. He has advance adoption by promoting National Adoption Day.

Improving performance doesn’t mean expanding government. By implementing a program of cross-training and deploying new technology, the offices annual expenditures are budgeted nearly 14% less than in 2011. The Register of Wills is spending less money than it did eight years ago, despite seeing it probate caseload increase by 18%, its marriage caseload increase by 21% and a doubling of Orphans’ Court docket entries.

Because of this record, organizations across the state look to Don for leadership. He is a past president of the Registers of Wills and Clerk of the Orphans’ Court Association of Pennsylvania. He has served the Pennsylvania Supreme Court on its Judicial Application Development Team and on the implementation committee for the Public Access Policy, protecting privacy rights of litigants. In 2017, Governor Wolf appointed Don to the State Archives County Records Committee where he led the adoption of new, 21st standards for digital records.

Currently, Don is the first person from Bucks County to serve as President of the Pennsylvania State Association of Elected County Officials, (“PSAECO”). Through PSAECO, Don has influenced the legislature in adopting policies concerning county government, including a comprehensive re-write of the county code signed by Governor Wolf in 2018. He also serves as the legislative liaison and analyst for the Registers of Wills Association, where he was the primary author of Act 113 and Acts 114 of 2018, one which protected beneficiaries of estates, the other which ensured judicial review of guardianship reports.

Before being elected Register of Wills, Don practiced law representing small businesses, estates and owners of real estate in various transactions. In the community, Don can be found volunteering with his daughters’ 4H club, or helping their softball coach. He is a member of Living Hope Community Church and serves in the advisory board of the Penn State Cooperative Extension.

Seeking a third term, Don hopes to implement artificial intelligence technology to automate many office tasks, and to work with the courts to finish the implementation of e-filing with the Orphans’ Court.

Rebecca Warren was born and raised in a small coal town in Pennsylvania. After graduating with honors from Bloomsburg University, Rebecca was awarded a scholarship to The Dickinson School of Law, receiving her Juris Doctorate in 1991. Upon graduation, Rebecca joined a central Pennsylvania law firm, focusing on civil trial litigation in 26 counties, and achieving partnership status within one year

In the late 90’s, Rebecca was asked to join the Columbia County District Attorney’s

Office where she authored the County’s first Child Abuse Protocol to minimize trauma to child victims. As Assistant District Attorney, Rebecca was primarily responsible for prosecuting all child abuse, sexual assault, and juvenile cases. 

In 2002, Rebecca launched her own law firm in Danville, which became a profitable and respected multi-county enterprise. The firm focused on civil practice including business law, family law, estate planning and administration, real estate, and governmental solicitor positions. 

   
After many years of success in private practice, Rebecca was approached to run for District Attorney of Montour County. Having lost her father and brother in a double homicide by vehicle, Rebecca felt that her calling was to provide a voice for victims and prosecute criminals. Rebecca waged a campaign that yielded a victory with 78% of the vote, thereby becoming the first woman to serve as a District Attorney in the 26th Judicial District. During her time as District Attorney, Rebecca was particularly passionate about protecting our elderly and children. 

After taking a brief sabbatical following her tenure as District Attorney to engage in mission work, Rebecca accepted a partnership position with Philadelphia firm Obermayer Rebmann Maxwell & Hippel LLP where she served in the litigation, election law, white collar crime and appellate sections. Presently she is corporate counsel for the largest private distributor of dental supplies in the United States. 

Throughout Rebecca’s 27-year legal career, Rebecca has appeared in front of state, federal and county courts on thousands of cases. She has successfully argued in front of the Commonwealth and Superior Courts on many occasions. Most recently, she was part of the legal team representing the Republican Party of Pennsylvania and President-Elect Trump in the various election issues, contests, and recount challenges filed throughout Pennsylvania and in the Federal Courts, and representing Republican voters in the Pennsylvania redistricting case that was appealed all the way to the US Supreme Court. 

Rebecca has actively contributed to many worthwhile causes and charities, including the Danville Child Development Center, Bloomsburg Public Library, the Montour-Delong Fair/4-H, PA State Police Camp Cadet, Aphasia Center, Grange, Maria Joseph Manor Continuing Care Community, and many others. 

Rebecca has held memberships in the PA District Attorneys Association, American Association of Prosecuting Attorneys, National Association of Drug Court Professionals, PA Sheriffs’ Association, Vehicular Crimes Prosecutor Network, Association of Corporate Counsel, Fight Crime: Invest in Kids, and (P.E.O.) Philanthropic Educational Organization, in addition to affiliations with many other charities and organizations. 

After residing for most of her adult life in central Pennsylvania, Rebecca now resides in Northeastern Pennsylvania with her family.

GARY GAMBARDELLA - BUCKS COUNTY COURT OF COMMON PLEAS CANDIDATE


Gary is a Veteran Prosecutor and a twice–elected District Judge from Upper Bucks County. Of the 10 candidates who are seeking a Common Pleas position in this year, Judge Gambardella is the only former prosecutor who has gained the confidence of our law enforcement to serve as a Common Pleas Judge by being endorsed by two Fraternal Order of Police Lodges. 

The Common Pleas judgeship is a TRIAL court position. Gary is a proven, successful trial attorney. Gary was hired by District Attorney Alan Rubenstein. In his 21 years in the DA’s Office, Gary prosecuted over 100 jury trials, including four capital murders. In fact, Gary Gambardella has prosecuted more Bucks County jury trials than all of the other nine judicial candidates COMBINED. 

Gary Gambardella is also the  only candidate who already has actual judicial experience. He has demonstrated that he is committed to following the law. He firmly believes that judges should never “legislate from the bench” and he never will. Judge Gambardella has a well-deserved reputation of being a fair and impartial judge. Everyone in his courtroom gets treated with respect. Judge Gambardella knows how to run a courtroom. Most importantly, he has been a staunch defender of our Constitutional rights, including your Second Amendment rights.

The proud father of two sons, Gary is grateful for the blessing and miracle of birth and for the joys our children provide us everyday. His career experiences and his own personal life events also have made him keenly aware of the fragile nature of life. He has spent decades confronting and punishing evil-doers who prey on many aspects of our society – our homes and schools, our young and our elderly. He has provided justice to innocent victims of violent crimes. As a Veteran Prosecutor, Gary Gambardella has put drug-dealers and child predators behind bars and murderers on death row. As a twice-elected District Judge, he has ordered rehabilitation treatment for addicts of the Opioid Epidemic while incarcerating the dangerous drug-traffickers who are literally exchanging the lives of our children for “blood money” to line their pockets. As both a Prosecutor and as a Judge, Gary Gambardella has been thanked numerous times by parents for saving the lives of their children. No candidate has his trial experience and he is the only candidate with any judicial experience. 

Throughout his career, Gary Gambardella has enjoyed a stellar reputation. Former DA Diane Gibbons said of Gary: “he’s a great prosecutor and an excellent lawyer” and “a complete professional.”[1] He has been recognized for his judicial service by the Palisades School District. His alumni association has honored him as a “Distinguished Graduate.”

Gary Gambardella is the only sitting prosecutor ever elected to serve as President of the Bucks County Bar Association in its entire history. He used his tenure to focus on honoring and aiding our military. Gary, who is the son of an Air Force Veteran, initiated a program in which the county’s bar provided free legal assistance to Bucks County’s military families. The program was a huge success and even received recognition from President Bush. In his first District Judge election, his appreciation of our military was rewarded by endorsements from retired Marine Colonel Tom Manion, the Chairman Emeritus of the Travis Manion Foundation, and retired Army Captain David Christian, one of the most highly-decorated Veterans of the Vietnam War. As a District Judge, Gary has been repeatedly honored when our military has specifically requested that he officiate their weddings. Gary and the military have a deep and special bond.

In addition to being a loyal supporter our military families and Veterans, Gary Gambardella has a keen interest in helping others in our community. He has conducted fraud prevention seminars for seniors, he has served as a judge in student mock trial competitions and he has been a coach for youth baseball. Gary has worked closely with our school officials to keep our kids in school, off of drugs and on the right track. He has also received praise from animal rights advocates for his zealous application of the laws which protect our cherished animal population.

There will be few decisions you, the voters, will make this election year that will be as important as who becomes a Common Pleas Judge. For that reason, we are asking you to VOTE AS IF A CHILD’S LIFE DEPENDS UPON IT…BECAUSE IT DOES.
